How to publish it 

Publish two separate pages, not one mixed page: the Japanese page at /tokushoho/ titled 特定商取引法に基づく表記, and the English page at /commercial-disclosure/. Add a small "日本語 / English" link on each. Link both from the footer of bixlux.biz, my.bixluxcard.com and app.bixlux.biz, and from each order screen, since that is where people actually buy.
